ADVERTISEMENT FOR BIDS
Receipt of Bids: Separate sealed bids on forms prepared by the Engineer will be received by the Town of Cochecton, Town Clerk, 74 Smales Road, Lake Huntington, NY 12752 until 10 AM on September 24, 2026 for the Town of Cochecton Lake Huntington Sewage Treatment Plant Sand Bed Replacement Project in accordance with Drawings, Specifications, and other Contract Documents prepared by Pitingaro & Doetsch Consulting Engineers P.C.
The project consists of the following:
- Coordinate all construction activities with the Lake Huntington Sewage Treatment Plant (STP) Operator.
- Excavate, remove, and properly dispose of existing distribution piping, the top 8″ layer of sod and sand, the bottom 6″ layer of sand and cobble, and the clay tile underdrain from all four (4) existing sand filtration beds. Each sand bed is approximately 100 feet long, 50 feet wide, 32 inches deep. The 18 inch middle layer of sand shall be stockpiled and reused.
- Furnish and install new 4-inch SDR-35 perforated PVC underdrain piping and distribution piping, including headers, tees, elbows, and laterals/collectors, in each of the four (4) sand filtration beds to provide a fully operational system.
- Furnish and install new filter media, consisting of gravel, sand, and pea gravel layers, and stockpile media in each of the four (4) sand filtration beds in accordance with the Technical Specifications and Drawings.
- Restoration of all disturbed areas.
- Sequence and coordinate the Work with the Operator and Engineer to minimize disturbances to the treatment process.
- The Contractor shall provide all labor, supervision, materials, equipment, tools, utilities, and incidentals necessary to complete the Work as specified in the Technical Specifications and as shown on the Plans.
Pre-Bid Meeting will be held at 10 AM on September 10, 2026 at the Lake Huntington Sewage Treatment Plant, Olsen Road, Lake Huntington, NY 12752. The facility is located south of 54 Olsen Road.
Bids will be publicly opened and read aloud at 10 AM on September 24, 2026, at the Town of Cochecton Town Hall, 74 Smales Road, Lake Huntington, NY 12752.

All checks shall be drawn payable to Pitingaro & Doetsch Consulting Engineers P.C. and mailed via first class mail to 20 Industrial Drive, Middletown, NY 10941—OR— these documents may be sent electronically for $25.00 upon an email request to Linda Kump at lkump@panddengineers.com. 24 Hour Notice Required For Printed Copies.
Each bid shall be accompanied by an acceptable form of Bid Guarantee in an amount equal to at least 5% of the amount of the Bid, payable to the Town of Cochecton as a guarantee that if the Bid is accepted, the Bidder will execute the Contract and file acceptable Performance and Payment Bonds within ten (10) days after the award of the Contract.

The Town of Cochecton hereinafter called the Owner, reserves the right to reject any or all Bids and to waive any formality or technicality in any Bid in the interest of the Owner.
STATEMENT OF NON-COLLUSION
Bidders are required to execute a non-collusion bidding certificate pursuant to Section 103d of the General Municipal Law of the State of New York.
Attention of bidders is particularly called to the requirements relating to conditions of employment to be observed and minimum wage rates to be paid under the contract, Segregated Facilities, Section 109, and Executive Order 11246. Bidders are also required to comply with the provisions of Sections 291-299 of the Executive Law of the State of New York and all other applicable laws and regulations.
The Town of Cochecton hereby notifies all bidders that it will affirmatively insure that in regard to any Contract entered into pursuant to this advertisement, minority business enterprises will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, sex or national origin in consideration for an award.
